fix(skills): collapse owned-root condition for clippy [skip ci]

Preserve the same owned global root classification while satisfying the existing lint.

On the preceding frozen mixed tree, codewhale-skills lib: 182 passed; targeted skills/localization clippy passed. The skills source hash remains unchanged since that run; no workspace clippy or release gate is claimed.
