CodeWhale Bot 5cf09da776 feat: consolidate 0.10.1 Engine, reviewed TS mods and Ratatui integration

Use the existing Engine for ACP, children and recursive RLM; retain captured
approval, deadline, history/checkpoint, delivery and one-bill usage authority.
Move legacy thread controls to the authenticated canonical owner with complete
history and durable operation receipts. Keep Rust wire/policy authority and
opt-in extension/Native execution; adopt the pinned Ratatui kit and source/docs.
