hevm's cabal file leaves optimization at cabal's default -O1. Echidna itself already builds with -O2 (package.yaml ghc-options), but the hevm interpreter it spends most of its time in did not. Pass -O2 to hevm in both binary pipelines: an --enable-optimization=2 configure flag on the hevm derivation in flake.nix (covers .#echidna, the redistributable and the static builds) and a per-package ghc-options entry in stack.yaml (covers the CI stack binaries).
