New python module gdb.types.

* NEWS: Document it.
	* data-directory/Makefile.in (PYTHON_FILES): Add gdb/types.py.
	* python/lib/gdb/types.py: New file.

	* gdb.python/Makefile.in (EXECUTABLES): Add lib-types.
	* gdb.python/lib-types.cc: New file.
