(set_arch_mach): Delete non-MIPS code.
(reloc_howto_type_lookup): Ditto.
* Makefile.in: Adjusted.
* libbfd.c (bfd_tell): Update `where' field.
(bfd_seek): Don't do anything if we're not changing the file
position. If FILE_OFFSET_IS_CHAR_INDEX is defined, check `where'
