parallel without colliding on yacc's static file names. Without the
stub rule, make will try to start two yacc's concurrently which
fails because of yacc's static file names.
It wasn't documented (or likely used) and wastes time.
(try_open): If EXTEN is empty, don't try it.

Almost certainly wrong, but perhaps better than sun3.
Also fixed an error message in configure.in so that it started with

abs_output_section is what is required.
