	read local syms on non-ELF input.

	than duplicating it's function here.  Adjust free of internal
	relocs to suit.
	(ppc64_elf_relocate_section): Adjust local syms in opd section.
	* elf64-ppc.h (ppc64_elf_mark_entry_syms): Declare.
	* elf32-hppa.c (elf32_hppa_size_stubs): Call
