(install-exec-local): When handling $(noinst_PROGRAMS), only use
	$(EXEEXT) on the installed file.  When handling $(TOOL_PROGS),
	handle $(EXEEXT) correctly.
	* configure.in: Add an explicit $(EXEEXT) when substituting for
	the name of a program to build.
	* Makefile.in, configure: Rebuild.
