AI_POLICY.md duplicated rules moby/.github now defines once for every
Docker/Moby project; the two copies would drift the moment either side
changed a rule. Sync it in daily via a scheduled workflow, modeled on
compose-spec's existing schema sync, and move every Compose-specific
rule (approved-issue gate, the AI_AGENT_DISCLOSURE.md checkpoint,
platform-testing restriction, make fmt) into CONTRIBUTING.md and
AGENTS.md so it survives the next sync instead of being overwritten.

thaJeztah, vvoland, and crazy-max raised several gaps during review:
AI co-author trailers don't belong in commits (disclosure belongs in
the PR description), unreviewed AI replies and wall-of-text issues
waste maintainer time, and unrelated-code scope creep and contribution
farming weren't called out anywhere.
Addresses review comments on docker/compose#13550.

The 'why, history and context' guidance was how the section-A findings of
epic #14074 were born: comments justifying code by referencing since-
deleted code. Rule 4 now asks for behavioral statements, and a Legibility
section spells out the map-must-stay-truthful rules for comments, file
names and error messages.
