zumac 9fafd7ce3a chore(provider): add bounded network probe and diagnostic compatibility checks

provider-network-probe sends exactly one synthetic request (SendOnce, no
redirects, no body replay, max_tokens 1) and prints safe observation fields,
for comparing network paths and protocols on an affected machine. The
compatibility script replays framed stores across v1.39.8/v1.39.9 in both
directions; the packaged smoke drives stop, history, live EOF and export.
