esengine 2a9743d790 feat(extension): split the session capability, and bound one queued prompt ...

session.read and session.submit are separate capabilities, so a mod that only
reads usage cannot put words in front of the model. One prompt a mod queues is
bounded by [mods] submit_bytes (8 KiB, 0 for none) and refused with a typed
identity that does not spend the per-turn count. The docs say the turn a queued
prompt starts is held to this session's own approvals and sandbox.
