Problem: Publishing Studio did not regenerate its website changelog. Root cause: Product publication and the website deployment had no explicit handoff, and Pages only accepts runs from the website branch. Fix: Dispatch the website workflow after stable publication with the required version and a unique request ID. Wait for that deployment and propagate failures. Register dispatch on the default branch without enabling deployment from it, and use the workflow commit when recovering old tags. Verification: All 13 publication tests, shellcheck, signing workflow contracts, go vet, make lint, make check, and the required builtin/boot suites pass.
