The completion report has been computed since #8035 and seen by nobody: a
content-free audit of counts and enums, useful for benchmarks and invisible in
the product. A receipt naming no file and no command tells a reader nothing,
which is why this one carries content.

It rides TurnDone next to Readiness — the existing precedent for structured
host state on a finished turn — and crosses eventwire, so the JSON stream and
any frontend reading the wire contract get it without a second delivery path.

A turn with nothing to judge produces no receipt at all. An empty card is
noise, and noise is what makes people stop reading receipts.

The report is held on perTurnState, which beginRunTurn zeroes at the start of
each turn: the host reads it while emitting TurnDone, before the next turn can
clear it. perTurnState moved into its own file to make room, and its comment
debt moved with it — run_loop.go essay 45 -> 32, turnstate.go 0 -> 13, exactly
the thirteen lines that changed files, with agent.go and event.go untouched.
The receipt types likewise live in their own files rather than growing two
already-oversized ones.
