publish downloads studio-windows-signed by name, but any job in the run can
upload an artifact. windows-sign-installer now outputs the SHA-256 of the
installer it signed and verified, and publish requires the downloaded
artifact to hold exactly the installer and the portable zip, hashing to
that output and to windows-verify-package's archive hash. A mismatch, a
missing hash or an extra file fails with a studio-signing.* title before
anything is signed or published.
The Microsoft-signed d3dcompiler_47.dll and dxil.dll must now also chain to
Microsoft Root Certificate Authority 2010, pinned by thumbprint; subject and
issuer names alone can be issued under any trusted root.
