esengine 276cdeb8ac ci: run the macOS and Windows legs on pull requests only when a platform path changed ...

Pull requests whose diff is provably platform-neutral run only the Linux legs;
the macOS and Windows legs keep their check names but execute on an ubuntu
runner with every step skipped. Pushes to main-v2/studio are unchanged.
