yhh 6a9a821998 feat(settings): choose the cost display currency (Auto / CNY / USD) ...

Adds GET/POST /display-currency over the controller's new
DisplayCurrencySettings/SaveDisplayCurrency (shared with /currency), a
Settings > Usage control, and makes the quote sink follow the
display_currency notice so rounds after a change are priced in it.
