Problem:
The Kimi K3 provider enforced its fixed effort vocabulary, while config capability and normalization still allowed supported_efforts to override it. Auto mode could also omit reasoning_effort on custom gateways.
Root cause:
K3 protocol precedence was implemented only at the provider boundary, leaving config display, validation, and runtime default resolution inconsistent.
Fix:
- make explicit K3 protocol expose and validate only low, high, and max
- preserve custom effort metadata as dormant configuration
- fall back stale incompatible efforts to auto
- send max explicitly for K3 auto mode
- document the fixed protocol vocabulary in English and Chinese

- go test ./...
- go vet ./...
- go test -race ./internal/config ./internal/provider/openai ./internal/boot
- go run ./tools/repolint
