Problem:\nPreview recovery rejected the existing public pointer even though its assets use the official immutable version directory.\n\nRoot cause:\nThe fallback validator replaced every legacy Preview asset base with the historical rolling desktop-preview directory. This made version-bound legacy manifests with a null release notes URL impossible to validate.\n\nFix:\nTry the immutable legacy layout first, then retain the rolling directory as a second Preview-only compatibility fallback. Add workflow contract coverage and a null release-notes manifest regression.\n\nVerification:\n- bash scripts/release-workflows.test.sh\n- actionlint v1.7.7 release workflows\n- bash scripts/cache-guard.sh\n- git diff --check
