yhh ee40a3b90e feat(update): tell a user whose running version was withdrawn ...

The catalog can now pull a published release, but a user already running it
saw an ordinary update. The version hub carries a withdrawn note for the
running version, mirrored on the desktop side, and the version panel leads
with it: which version, the publisher's reason, and where to move to.
