yhh f25b8f79a8 fix(serve): let a model switch go through while only background jobs remain ...

The switch refused with busy.switch_model_jobs because closing the outgoing
controller cancelled its jobs. The replacement now adopts the job manager and
the workspace write lease, and the outgoing controller is retired without
closing them; its cleanup runs once the jobs it left have finished.
