Problem: The stable candidate validator requires the reviewed v1.21.0 release record to change with the final candidate commit.

Root cause: The Windows portability fix landed after the release-notes PR merged, leaving the reviewed record unchanged in the candidate delta.

Fix: Record PR #7780 in the v1.21.0 upgrade metadata so the final candidate provenance includes the release-gate fix.

Verification:
- node scripts/release-notes.mjs validate
- node --test scripts/release-notes.test.mjs
- git diff --check
