Summary:

Improves code clarity by renaming factor data structures to better reflect their purpose in RaBitQ's quantization modes:
- BaseFactorsData → SignBitFactors (1-bit mode factors)
- FactorsData → SignBitFactorsWithError (multi-bit mode with error bound)
- ExFactorsData → ExtraBitsFactors (additional precision bits factors)

Also reorganizes the test suite by extracting FastScan-specific tests into a separate test_rabitq_fastscan.py file and consolidates the multi-bit RaBitQ tests in test_rabitq.py for better maintainability.

Additionally fixes a bug in index_factory regex that incorrectly allowed RaBitQfs0 (nb_bits=0).
