Add pip wheel packaging for `faiss-gpu-cuvs`, enabling
`pip install faiss-gpu-cuvs` from PyPI. Includes cuVS/CAGRA graph-based
GPU search on top of standard FAISS GPU support.

**New files:**
- `pyproject-gpu-cuvs.toml`: scikit-build-core config for faiss-gpu-cuvs.
  Enables CUDA + cuVS support. cuVS dev files (headers, cmake config)
  are installed via micromamba from the rapidsai conda channel at build
  time; runtime .so files come from libcuvs-cu12 pip dependency. Removes
  conda's libstdc++/libgcc_s/libgomp post-install to pass manylinux_2_28
  ABI check.

**Modified files:**
- `.github/workflows/build-pip-gpu.yml`: Added `build-faiss-gpu-cuvs`
  and `publish-gpu-cuvs` jobs. Added `pyproject-gpu-cuvs.toml` to the
  path trigger filter.
