Luke Childs 36a65b3530 Update Tor to 0.4.9.11

## Summary

- build the Umbrel Tor image from Tor 0.4.9.11
- update the OS preload, umbreld default pull, `tor_proxy`, and
`tor_server` references
- pin every deployment reference to the published multiarch manifest
list:
`sha256:e382b8629c0dfef6ceb396b062622d4e4e955b19d6f16b883fd2c0723ad5671a`

## Why

The staging update to Tor 0.4.9.9 is now behind Tor's 0.4.9.11 security
release. Updating the image and every Umbrel-managed reference keeps
onion-service and client traffic on the current stable patch release.
This follows up on https://github.com/getumbrel/umbrel/issues/2189.

App-owned Tor references in `umbrel-apps` are intentionally handled in a
separate PR.
