vscode.dev made the code-server container redundant years ago and nothing has referenced it since. env.list only ever existed to give that image a home directory, but dockermake and dockershell had come to rely on it for the same reason, so HOME moves into the build image itself rather than being passed in from the outside. cross-env.list stays: it carries the aarch64 sysroot and pkg-config settings, and has nothing to do with any of this.
