rest-024: the spawn membership test and the long jump transition

WeightedList.contains is the mobs-list membership test
spawn_selection.rs::valid_position_for_type makes for canSpawnMobAt, and
LongJumpUtil.isClearTransition is breeze.rs::clear_transition, which the
breeze's long jump calls.
