CI: the by-hand Windows ARM64 job reads the launcher's --version from bash

Its first runs failed at "horizon-launcher --version failed": pwsh read no
output from the GUI-subsystem launcher, while launcher.yml's same check, from
bash on the same runner, passes on every main push.
