Lukas caf16653ab fix(config): read boolean env flags so that off means off (#19689) 
Fix OAUTH_AUTO_REGISTER deny-list parsing (whitespace-padded false/off left auto-registration on). Now uses env_flag truthy allow-list. Also fixed ENABLE_TIMEOUT_ASSERTION (bare checks armed it on false).
