chanx d64b84c709 refactor(web): remove API_PROXY_SCHEME python/hybrid proxy config (#20319 )

### Summary

The frontend now serves only the Go backend, so the Vite dev proxy no
longer needs the python/hybrid/go proxy scheme switch. Always proxy
/api/v1/admin to 9381 and /api, /v1 to 9380, and drop API_PROXY_SCHEME
from the env files.

Install front-end dependencies

npm install

Launch front-end

The following output confirms a successful launch of the system:

Open your browser and navigate to:

http://localhost:9222 or http://[YOUR_MACHINE_IP]:9222

Replace [YOUR_MACHINE_IP] with your actual machine IP address (e.g., http://192.168.1.49:9222).
