Add workflow to validate XML translation files (#1033) 
* create workflow to validate XML files

* Suggest the redhat XML extension on VSCode + configure formatter

* format translation files

* i broke the xml file

* i fixed it

* simplify workflow - no env var needed

* use latest version of ubuntu + cache apt packages

* combine all lint workflows
