[ARM] S3C: Add UDIVSLOT support for newer UARTS
Add support for the UDIVSLOT register on the newer UART blocks which gives the capability of 1/16ths adjustment to the baud rate. Signed-off-by: Ben Dooks <ben-linux@fluff.org>
