* Avoid using mpdecision to manage
just one core of a dual core platform
* mpdecision linkage requires libcutils symbols
that AOSP O no longer exports, hence a newer
mpdecision binary would be required to keep it

for secchand service (needed for RIL stack init)

* Sensors are unique per device.
Splitting will reduce system.img size, and allow
specific produc.dat & produc_CACAO.dat to be set
into each devices trees.
