Nick Hollon 63d5e03bb7 refactor(evals): make langgraph.json the single agent registry (#4854) ...

Adding an eval agent is now `langgraph.json` + a factory: `agent_impl ==
graph key`, the workflow YAML and Makefile become passthroughs, and
`unified_prep.py` derives its allowlists from the registry.
