Fixes dependabot configuration to use monthly update schedules instead of weekly, per organization posture standards.

Changes:

  • Updated npm updates schedule from weekly to monthly
  • Updated github-actions updates schedule from weekly to monthly

This reduces update noise while maintaining reasonable dependency currency.
