This PR adds support for AWS Bedrock's new global prefix for cross-region inference, which enables automatic routing to optimal AWS regions within a geography for improved performance and availability.

AWS recently introduced global cross-region inference for select models (Claude 4 series), where models can be accessed using a global prefix (e.g., global.anthropic.claude-sonnet-4-20250514-v1:0) that automatically routes requests to the best available region.
