Steps to reproduce

  1. Added o3-mini model at Azure OpenAI Service Model
  2. In any place where the model is used, the reasoning_effort parameter cannot be configured.

Hope to refer to Microsoft's documentation and add the configuration of this parameter: https://learn.microsoft.com/en-us/azure/ai-services/openai/how-to/reasoning?tabs=python-secure#reasoning-effort.
