Is your feature request related to a problem? Please describe.
When upgrading a plugin, I noticed that the plugin is first uninstalled and then reinstalled. This can cause some Dify workflows to become unavailable during the upgrade.

Describe the solution you'd like
A way to perform a non-stop plugin upgrade, so workflows remain available while the plugin is being updated.

Describe alternatives you've considered
None.
