Describe the bug
Plugin daemon not picking up running tasks on restart, so I have to manually clean up "zombie" tasks.

To Reproduce

  • Install a plugin
  • restart plugin daemon before the installation finishes

Expected behavior
The task should eventually transit to a final state.

  • Marking running tasks as failed.
    or
  • Picking up the task and watch the previous installation.
