Steps to reproduce

change the env variable MARKETPLACE_ENABLED to false

✔️ Expected Behavior

Marketplace should not be available and only the package / github options should be enabled

❌ Actual Behavior

Marketplace is always enabled because:
web/app/components/plugins/plugin-page/empty/index.tsx
web/app/components/plugins/plugin-page/install-plugin-dropdown.tsx
forces the option to be available with: enable_marketplace || true

api/services/feature_service.py
at line 112 attempts to set the value of the ENV variable to True only if MARKETPLACE_ENABLED is true

 if dify_config.MARKETPLACE_ENABLED:
            system_features.enable_marketplace = True

but system_features.enable_marketplace defaults to True
