1. Is this request related to a challenge you're experiencing? Tell me about your story.

In an internal network offline environment, after downloading plugins from the external network and installing them on the local internal network, there is a dependency issue. The installation keeps reporting errors. Is there any solution to this problem?

Can a new feature be added that allows setting up a local specified directory for pip to install the required dependency wheel packages for plugins?
