1. Is this request related to a challenge you're experiencing? Tell me about your story.

The config of api,worker, web, plugin-daemon are mixing together, which may lead some confuse and leaks.
I think that it is better to split the configs to seperating files and then it will be easily to migrate to k8s.

We're going to make some improvements to the way ENV is organized, but we're not going to make these changes specifically for k8s.
