I found some relevant information regarding your questions:

  1. Multiple Users with Separate Workspaces: In the Dify self-hosted 0.15.x version, the community version does not support multiple workspaces. The documentation indicates that workspaces are the basic unit of collaboration, but multiple workspaces are not supported in the community version [1][2].

  2. Billing for Public Users: There is no specific information available about how billing works for public users in the Dify self-hosted version. The available documentation primarily discusses billing and user management features available to Dify owners, such as team member management, billing management, and plan options [3][4][5][6].

For further details, you might want to explore the documentation or discussions related to these topics.
