Self Hosted (Docker)

Steps to reproduce

1.dify1.8.1版本，设置-》语言-》时区，修改为当前时区，提示修改成功

Image 2.刷新页面/再次进入该页面，时区仍是默认的 Image 3.导致web页面上时间显示都晚12小时 4.查看docker日志，修改时接口响应也是成功的

✔️ Expected Behavior

1.时区修改后，能正确保存

❌ Actual Behavior

2.刷新页面/再次进入该页面，时区仍是默认的
