support modern tooling like uv and pyproject.toml for plugin development #18069

1. Is this request related to a challenge you're experiencing? Tell me about your story.

in trying to develop custom plugins I am finding it difficult to get the the environment working with a modern python tooling stack. It would be great if dify used a more "normal" and "modern" way to package plugins.

this would also allow for easy config of formatters and such.

ultimately the wheel created by uv build would be usable for uploading.
