Steps to reproduce

"sys.dialogue_count" counts up with each dialogue round,
but up until V1.8 the value for the first round was 0, but in V1.9.1 it is 1.
I can't find any mention of such a change in the release notes. Has the specification been changed?

✔️ Expected Behavior

The flows we have created so far have been designed with the assumption that they start from 0, so it is best to leave it at 0.

❌ Actual Behavior

Since it starts from 1, the previous flow no longer works as expected.
