Steps to reproduce

.env文件中已经配置FILE_URL公网地址，外网用户点击工作流返回的文件提示“无法下载，没有权限”。

✔️ Expected Behavior

预期结果：用户点击工作流返回的文件后可以正常下载文件。

❌ Actual Behavior

下载文件无权限。
