1. Is this request related to a challenge you're experiencing? Tell me about your story.

Introduce a mechanism for recording runtime state of paused workflows and their metadata.

The runtime state serialization has already been implemented in PR ##26584. The main purpose of this issue
is saving the serialized state to object storage, and associated them with WorkflowRun records.
