Description

The dev/start-web helper currently builds production assets and launches the production server (pnpm build && pnpm start), which slows local development and forces production-only steps before each iteration.

Motivation

Local contributors need a fast development loop with hot reload instead of a production build step so the dev/start-web script aligns with expected developer workflows.
