Description

Follow up #31246

We should disable barrel files for the project with a lint rule no-barrel-import.

This improvement aims to shorten compilation time. Please note that we need actual data to demonstrate that the change is indeed effective.

We may also need prefer-import-alias and no-re-export for migration.
