Description

When I request http://127.0.0.1:5001/v1/chat-messages, I receive a 404 error. This is strange because a 404 typically indicates that the requested resource does not exist. However, in this case, I had just closed the API service. To facilitate debugging, I have supplemented the error message and changed the error code to 403.
